説明
- We should make sure people fill PR description correctly
- We need to have a tool that will take all merged PRs and compose release notes from all PRs included in the release. That tool could pe a part of azdev. I will create an issue to track it where we can discuss it and agree on the final form, then I can go ahead and implement it.
