Experiment with removing the "Warm" workload

Container apps believes it shouldnt be necessary to have the workload in container-apps-environment.bicep:

Start with container-apps-environment.bicep and review the existing Warm workload block. Experiment with removing that block, then verify whether the container apps environment still behaves as expected; done means the result of the experiment is clear and the configuration change is recorded.
