General verbose parameter for commands

During the implementation of PR #52 we discovered that verbose outputs are desirable and should be generally applied to every command executed. It is up to the command to decide how it wants or needs to be verbose.

**Describe the solution you'd like**
Remove the verbose parameter from the DeletePlayersBySegmentCommandSettings and move it into a base class for all commands.
