Update SmartSPIM acquisition to accommodate laser calibration

SmartSPIM data sets now include a laser calibration file that maps the "percentage" power setting to a measured value in milliWatts.

Add functionality:

## smartspim.acquisition.utils:
- [ ] function to find/load calibration data
- [ ] function to interpolate calibration data to value that comes from metadata.txt/.json
- [ ] `make_tile_acq_channel()` function applies calibrated value to each tile based on side left/right, laser, setting
- [ ] Ensure that, in the event this calibration file does not exist, fall back to default behavior
