Change the log level of the api usage statement when it reaches different levels

説明
At the moment the api usage is logged at info level.
For better useability we should increase this to warn at a certain threshold e.g. 75% usage and error at 90% usage to allow alerting systems to make users aware of the pending issues.
Those levels would ideally be configurable for users to set.
