I think `/sys/devices/system/cpu/cpu*/cpufreq/energy_performance_preference` should not contain `balance_power` when `powersave` governor is used.
Let me know if I'm wrong.
Have "Extreme performance" setting in BIOS, not sure if its relevant.

Start by reproducing the reported state on a Linux system using the amd-pstate-epp scaling driver and checking /sys/devices/system/cpu/cpu*/cpufreq/energy_performance_preference against the auto-cpufreq output showing the powersave governor. Read the existing CPU governor/EPP handling paths in the project before changing anything. Done means the project either correctly sets the expected EPP value or documents why balance_power is valid here.
