I want to use the min freq of my cpu, on the default `amd-pstate-epp` driver I was getting 400MHz more or less min freq but after switching to the `acpi-cpufreq `driver I am locked on 1600MHz which will probably drain more battery? please correct me if I am wrong

Start from the reported auto-cpufreq 2.1.0 output on Fedora 39 with the acpi-cpufreq driver, where CPU min and max frequency both show 1600 MHz. Reproduce or compare behavior with amd-pstate-epp versus acpi-cpufreq, then determine whether auto-cpufreq is misreporting values or the kernel driver exposes them that way. Done means the project has a confirmed cause and, if applicable, a fix or documentation note.
