Custom rules/lists section is a mess

Yes - v2.8.0 I am running the latest version
Yes - the topics are 2years old
Yes - I checked to make sure that this issue has not already been filed

Issue Details:

The custom user rules menu is poorly designed and lacks a lot of useful features, such as actually adding lists that are not mixed together in one huge menu. It also happens several times that all existing ones get deleted if a new rule is added. It also lacks an option to backup rules, and the editing UI is currently completely useless. Some lists are outdated, and some are missing entirely. It also lacks a dark theme, which is now ubiquitous and necessary. I also noticed a typo in the Slovenian translation.
