Build issue - stop rerunning

jupyter-book seems to be trying to rerun all the notebooks includings one with saved outputs. How do we stop that?

Start by reproducing the jupyter-book build involving the notebooks mentioned in the issue and inspect the notebook execution configuration. The work is done when notebooks that already have saved outputs are no longer rerun during the build.
