Start with the internal co_broadcast function referenced in #898 and read the linked NumPy broadcasting documentation. Trace how arithmetic operations use it, then define the public interface for broadcasting inputs to a common shape. Done means the existing internal capability is available externally for arithmetic operations.

A more general form of broadcasting, it's like two-sided broadcasting, broadcast to a common shape that's not the same as either left or right shape.
In #898 - internal function co_broadcast, but available externally for arithmetic ops.
Make available as a public interface.
