Start by locating stubgen's handling of top-level assignments and reproduce the type_map example from the issue. The work is done when ordinary assignments such as type_map = {int: 42} are no longer accepted as type aliases and the generated stub reflects the correct behavior.

Stubgen is a bit overoptimistic accepting top-level assignments as type alias. For example the code
type_map = {int: 42}
t = type_map[int]
results in
type_map: Any
t = type_map[int]
