首先查看现有的点击 PR 获取信息的 workflow，然后将请求拆分为提议的三个 workflow：列出开放的 CPython PR、获取 PR 信息，以及更新现有的 blurb。在定义完成标准之前，先与维护者确认范围，因为该 issue 明确处于高层次，并询问所有要求的工作是否都属于 blurb-it。

描述
At PyConUS in the sprints and hoping to make some workflow improvements based on new developers using blurb. Can split into multiple issues, but high level:
- List the most recent open CPython PRs by the user (limited to a smallish number)
- Add a "fetch" button so given the github PR number can get information on it (github issue, if there is an existing blurb). Limit the max "fetch file" size. (This same infra used for "click on PR -> get info)
- Be able to update an existing blurb in the PR (simple edits without having to figure out git workflow)
Happy to split into multiple smaller issues/prs. If any of these are outside scope of the blurb-it app let me know
