Description
The cpptools server fails to start on remote ARM64 hosts because libc.so and libiconv.so lack execute permissions upon installation.
Workaround
Run the following on the remote host:

cd ~/.vscode-server-insiders/extensions/ms-vscode.cpptools-1.35.1-linux-arm64/bin
chmod +x libc.so libiconv.so
