windowsservercore: urllib SSL errors

首先，复现文档中记录的 python:3.7.1-windowsservercore 命令及其向 letsencrypt.org 发出的 urllib 请求。调查容器的证书信任配置，并验证同一请求能够成功完成，且不会出现所报告的证书验证错误。

I can't get SSL to work in the container, any ideas welcome:
