If you uninstall or clear app from a device and then make a change, you will wait 30 seconds on a splash screen.
To Reproduce
tns run android- uninstall or clear an app from a device
- make a change and you will see splash screen 30 seconds
Expected behavior
app should install without waiting 30 seconds
