描述
There is a bug that allows instructors to enter submission mode while grading. When using the "Choose an activity" dropdown during the grading process, selecting an activity enables the instructor to make a submission for that section. This behavior is incorrect. Instructors should not have the ability to submit work on behalf of students while in grading mode.
