Summary

almost every 0.000x as counted as 0.001x, more than 10 times.

and 0.00xx also counted more, such as 0.003x to 0.004x

for 0.1xxx it's correct.

Expected Behavior

I think cost is equal to credit

Actual Behavior

credit is many times more than cost
