Add rate limiting for serialization

**Feature request**
It would be great to have export for routes.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

Start by locating the configuration handling and route serialization or export entry points. Confirm whether the intended work is rate limiting for serialization or route export, since the title and body conflict. Done should include an agreed scope, the `enable_export` default behavior if applicable, and tests for the selected feature.
