vp cli support --if-present

### Description

Hello i would like to have the possibility to ignore missing script/task by using

`--if-present` flag.

What is the intended way to do it?

Should is prefer to use `vp pm run`?

Start by running the existing vp CLI run command and reading its command handling, then compare it with the mentioned vp pm run and pm command paths. Done means the run command accepts --if-present and ignores missing scripts or tasks without changing the existing behavior for present ones.
