Summary:
Customer recently updated to 3.6.4545-dev and attempted to open a .bndb file. Opening failed (possibly due to Homebrew upgrading Python). After downgrading to 3.5.4526 Personal (ec37d737) and fixing the Python environment, their m68k and neogeo plugins load fine—but opening the .bndb still results in zero loaded symbols.

Customer's expectation:
Symbols should load even if custom plugins are unavailable.
