Bootstrap current fraction is clipped in no-auxilliary current drive case

Assessment

Description
In cases with no auxiliary current drive, PROCESS appears to clip the internally generated current fraction to f_c_plasma_non_inductive.
That means if f_c_plasma_non_inductive = 0.0, the calculated bootstrap/internal current gets forced to zero.
This then feeds into volt-second / loop-voltage calculations through f_c_plasma_inductive, so burn V-s may be overestimated.
