Research direction

Start by reviewing the existing CudnnRNN support in the Java bindings and checking the test coverage, since the issue names no files or entry points. Determine whether tf.nn.bidirectional_dynamic_rnn or a simple RNN is intended to be supported; the work is complete only when the support status and expected behavior are established and covered by a test.
