Description
We will have public data lakes available soon, and people may want to start utilizing them more meaningfully. If they're using the datalake directly rather than via the ingest library or transitively through RPC/getLedgers, then they will need an awareness of how the files are stored in order to interact with it.
This has already been described in this draft SEP, so we should transition that into an official SEP, and our public developer docs can reference that.
