[RFC]: Add `@stdlib/random/strided/pareto-type1`

### Description

This RFC proposes adding support for filling a strided array with pseudorandom numbers drawn from a Pareto (Type I) distribution. This is the strided interface analog of `@stdlib/random/base/pareto-type1`.
