Research direction
Compare the proposed @stdlib/random/strided/f package with @stdlib/random/base/f and the similar @stdlib/random/strided/beta implementation. Trace how the beta package defines its strided API and tests, then determine the corresponding files and validation needed for the F-distribution package. Done means the new package is implemented and its behavior is covered consistently with the related package.
