[RFC]: Add `@stdlib/random/array/randi`

### Description

This RFC proposes adding support for creating an array of random integers with the option to select the underlying PRNG. This is the array creation analog of `@stdlib/random/base/randi`.

Compare the proposed @stdlib/random/array/randi package with the existing lib/node_modules/@stdlib/random/array/randu implementation and the @stdlib/random/base/randi API.
