RFC: add support to CI to ensure the project can be topologically sorted

## Description

This RFC proposes that a continuous integration (CI) task be added to ensure that the project can be topologically sorted. This would help ensure that the project can be decomposed into individual packages and installed without running into circular dependencies.

Packages already exist in the project to construct an adjacency matrix and subsequently perform a topological sort, so should just be a matter of writing the CI task(s).
