[RFC]: Add C implementations to hypergeometric distribution functions (tracking issue)

This RFC proposes adding C implementations to all hypergeometric distribution functions in `@stdlib/stats/base/dists/hypergeometric`.

Start by reading the hypergeometric distribution module at @stdlib/stats/base/dists/hypergeometric and identify all distribution functions covered by this tracking issue. Review the existing JavaScript implementations and project conventions for native C code before planning the work. Done means every hypergeometric distribution function has a corresponding C implementation.
