RFC: Add penguin dataset

This RFC proposes to add a penguin [dataset](https://github.com/allisonhorst/penguins) as an alternative to the iris dataset. This dataset could be added as `@stdlib/datasets/penguins`.

Start by reviewing how the existing iris dataset is represented and exposed, then compare that entry point with the proposed @stdlib/datasets/penguins package and the linked penguins source dataset. Done means the project has an agreed design and a complete penguin dataset available as an alternative to iris.
