## Description

This RFC proposes to add support for the Tiny Mersenne Twister algorithm for generating pseudorandom numbers (32-bit). Should be similar in its API to `@stdlib/random/base/minstd`.

Package: `@stdlib/random/base/tinymt32`
Alias: `tinymt32`
