[RFC]: add C implementation for `math/base/special/minmaxabs`

### Description

This RFC proposes adding C implementation for [`math/base/special/minmaxabs`](https://github.com/stdlib-js/stdlib/tree/develop/lib/node_modules/%40stdlib/math/base/special/minmaxabs).
