RFC: add the Zipf distribution

## Description

This RFC proposes adding the [Zipf distribution](https://en.wikipedia.org/wiki/Zipf%27s_law). Similar to other distribution namespaces, adding support for the Zipf distribution would entail a family of packages for evaluating the PMF, CDF, mean, median, etc.
