RFC: add Burr (type III) distribution

## Description

This RFC proposes adding the [Burr (type III) distribution](https://en.wikipedia.org/wiki/Burr_distribution). Similar to other distribution namespaces, adding support for the Burr distribution would entail a family of packages for evaluating the PDF, CDF, quantile function, mean, median, etc.
