RFC: add the Bradford distribution

## Description

This RFC proposes adding the [Bradford distribution](https://en.wikipedia.org/wiki/Bradford%27s_law#Related_laws_and_distributions). Similar to other distribution namespaces, adding support for the Bradford distribution would entail a family of packages for evaluating the PDF, CDF, quantile function, mean, median, etc.
