As a user with an ARM machine
I want to run the cockpit on my machine to view the platform.
### Tasks
- [ ] Adapt the cockpit build pipeline to include aarch64
### Acceptance Criteria
- [ ] cockpit is built and published for aarch64
- [ ] The docker image is multi-arch and signed with cosign
- [ ] cockpit is tested on aarch64 Linux
- [ ] cockpit is tested on aarch64 Mac
