Feature description
test_messages_c.cpp defines its own fixtures and is a monolothic >1000 line file. We should refactor it to use create executables similar to the c++ test_publisher/test_subscriber and move the fixtures to the test_msgs package

Research direction
Start with test_communication/test/test_messages_c.cpp and compare it with the referenced test_publisher.cpp and test_subscriber.cpp. Trace how those tests use separate executables, then determine how the fixtures can be moved to the test_msgs package. Done means the monolithic file follows the comparable test structure and the fixtures are relocated.
