Description
Bug report
Required Info:
- Operating System: Ubuntu 22.04
- Installation type: binary
- Version or commit hash: 19.0.0
- DDS implementation: cyclonedds
Description
From time to time, the ros2cli becomes unresponsive. Every command simply hangs and no output is displayed. The problem can be fixed by killing the daemon with SIGKILL (SIGTERM does not work). I will add steps to reproduce when I manage to reproduce it reliably.

Research direction
Start by investigating the ros2cli daemon on Ubuntu 22.04 with the binary 19.0.0 installation and Cyclone DDS, then identify what causes commands to hang and why SIGTERM fails while SIGKILL works. Add reliable reproduction steps and verify that ros2cli commands remain responsive and the daemon can be terminated normally.
