Description
We currently have to manually trigger a workflow after a PR tests a new workflow submission or a version upgrade for an existing one. It may be preferable to have this step automatically trigger as well, so that the only input required from maintainers is to approve and merge a PR.

Research direction
Start by reviewing the existing workflow that maintainers manually trigger after a workflow submission or version upgrade. Determine how merges to main can trigger the same build-and-push step, while keeping approval and merge as the only maintainer input. Done means the workflow runs automatically for the intended merges and its build-and-push behavior is validated.
