extension fails to activate on Windows

Here's a trimmed version of the error logs (with stack traced omitted). The only thing that stands out as possibly relevant is this:

Start by reproducing the Windows activation failure and inspect the org.eclipse.jdt.core.javac resolution error for the JavaSE 25 requirement. Trace how org.eclipse.jdt.ls.core and org.eclipse.core.resources activate, then verify the extension starts without the unresolved requirement and bundle errors.
