port automatically setup of "remote java debugging" from jboss tools to vscode

In JBoss Tools we had a few variations on using openjdk's jvm feature of being able to discover running jvms on localhost (or a remote host) and automatically setup a debug launcher.

Would be great to have similar in vscode as I honestly keep forgetting the not so tricky steps of setting up the debugger and I always forget to set the port to the right thing.

https://docs.jboss.org/tools/whatsnew/core/core-news-3.3.0.M3.html is one example from server runtimes, but we had it in the jmx epxlorer too where it would lookup locally running jvms and figure out the details. Camel tooling had some additional integration that way too. @snjeza and @robstryker did some of this so they might remember the details better than I :)
