PerformanceObserver accepts invalid callbacks until delivery

Description

PerformanceObserver stores its constructor argument without validating that one was supplied or that it is callable. Missing, null, and other non-function callbacks therefore create invalid observer instances and fail only later when native delivery attempts to invoke the value.

Expected behavior

Construction without the required argument should throw synchronously, and an explicitly supplied non-function should throw the corresponding callback type error, matching the PerformanceObserver API contract.

跟踪 PerformanceObserver 构造函数和原生传递路径，找出 callback 的存储位置以及之后的调用位置。为缺少 callback 和显式传入的非函数值添加覆盖测试，然后验证构造会同步抛出预期的错误，并且有效的 callback 仍然能够正常工作。
