Unable to move cursor in absolutely positioned TextInput on Android when parent View has zIndex

Description

On Android, when a TextInput is absolutely positioned and its parent View has a zIndex style property applied, the cursor within the TextInput cannot be moved after initial focus. Tapping on different parts of the TextInput does not change the cursor's position.

Start with the mandatory reproducer repository and run yarn android to confirm that adding zIndex to the parent prevents cursor movement in the absolutely positioned TextInput. Compare the behavior with and without zIndex; done means Android users can tap different parts of the focused TextInput and move the cursor normally.
