Research direction

Start with the I18nManager.forceRTL(true) and RNRestart.Restart() entry points on React Native 0.77, comparing their behavior with the previous version on Android and iOS. A complete investigation should explain why RTL only takes effect after a manual refresh and verify the behavior with a reproducible example.
