Research direction

Reproduce the issue on an iPhone 13 Pro Max running iOS 15 with React Native 0.66.3 and the Performance Monitor enabled. Trace how the monitor determines and displays FPS, then define the expected 120Hz behavior for ProMotion devices. Done means the monitor accurately reflects the device's supported refresh rate and the behavior is covered by an appropriate regression test.
