My question is why pct_encoded only contains one hexdig? Shouldn't it be pct_encoded = '%' hexdig{2}?

Research direction

Start with the complete Parsley grammar quoted in the PEP 508 issue, focusing on pct_encoded and the related URI grammar productions. Compare the production with the URI percent-encoding rule and review linked pull request #3070; done means the documented grammar mistakes are corrected and the questioned encoding rule is resolved.
