Bug description:

After downloading the MacOS installer from https://www.python.org/downloads/, selecting "Customize" for the Installation Type and deselecting "GUI Applications", the /Applications/Python 3.x folder isn't created.

I'd have expected to at least find the readme, license and the install certificates script there even without the GUI components.

Tested with the latest release 3.15.0b1 but I believe that issue has been there for a while. Though I only recently started deselecting the GUI option.

CPython versions tested on:
