Proposal:
https://github.com/python/cpython/pull/148238 removes -fno-plt for Linux AArch64. The JIT code generated has improved.
We should do a similar thing for Linux x86-64. I tried on that PR but the change requires more investigation.
Has this already been discussed elsewhere?
