Adding `Py_HashBuffer` to the Stable ABI

Proposal:

The function Py_HashBuffer was added in PR: https://github.com/python/cpython/issues/122854

This was included in Python 3.14

Would like to propose adding this to the Stable ABI

Has this already been discussed elsewhere?

This is a minor feature, which does not need previous discussion elsewhere
