Add ETW instrumentation to allow profilers to map JITed code to function names

Proposal:

For Linux and macOS, currently cpython has perf maps/jitdump support (macOS support is added in #136461)

In here, Jeff mentioned that Windows support is possible through ETW JSCRIPT9::MethodLoad events instead of jitdump: https://github.com/python/cpython/pull/136461#issuecomment-3104217608

This will allow samply and also Windows Performance Analyzer to read and inject these JITed function names.

Firefox and Chrome both emit these events for jitted JS code:

Inizia dalla documentazione di perf maps e jitdump collegata nell’issue, poi leggi la discussione in #136461 e confronta le implementazioni di Firefox, Chromium, UnityEtwSymbols e ChakraCore a cui si fa riferimento. Il lavoro è terminato quando gli eventi ETW di Windows espongono i nomi e gli indirizzi delle funzioni Python JITed, così che samply e Windows Performance Analyzer possano mapparli.
