Consider supporting deflate64 in zipfile

Proposal:

Among the third-party projects that monkeypatch zipfile to support additional compression formats is https://github.com/brianhelba/zipfile-deflate64 with notes at https://en.wikipedia.org/wiki/Deflate#Deflate64,_Enhanced_Deflate about the "proprietary nature"

I wish adding additional formats didn't require monkeypatching, but in the meantime this is one of the ones that files containing it exist in the wild.
